Maybe a hashtag that clarified it was a joke would make it almost ok - but retweeting is meant to be an original message - it doesn't matter if you add a hashtag to the end saying RTbomb that message still is meant to be from the actual person and their original message - not a malicious message. Just my opinion I wouldn't say the fact it has a hash tag implies a joke at all.
